Annual Board Meeting Report

June 2026, PMA Board Reviews Association Progress and Future Priorities

The Professional Managers Association Board of Directors recently concluded its Annual Board Meeting, where directors reviewed the association's accomplishments, financial position, membership trends, advocacy efforts, and strategic priorities for the coming year.

Membership and Workforce Impact

The Board discussed the significant workforce changes affecting IRS managers and management officials, including workforce reductions, Deferred Resignation Programs, retirements, and organizational restructuring. These challenges have impacted membership levels across many federal employee organizations, including PMA.

Despite these challenges, PMA continues to maintain a strong national presence, membership grew 6.5%, and remains committed to serving managers, management officials, and non-bargaining unit employees throughout the IRS.

Financial Strength

The Board reviewed the association's financial performance and was pleased to report that PMA remains in a strong financial position.

Through prudent financial management, controlled operating expenses, and strong investment performance, the association is projected to finish the fiscal year in a healthy position. This financial stability allows PMA to continue investing in member services, advocacy initiatives, educational programming, scholarships, and leadership development opportunities.

Advocacy and Representation

The Board reaffirmed PMA's commitment to serving as the voice of IRS managers and management officials.

Directors discussed ongoing legislative and workforce issues including:

• Workforce restructuring initiatives
• Schedule Policy/Career implementation
• Hiring and recruitment challenges
• Retirement and workforce planning
• Return-to-office requirements
• Manager pay and compensation concerns
• Employee engagement and workforce morale

The Board emphasized the importance of continuing to advocate for policies that support effective leadership, workforce stability, and mission success.

Member Engagement and Growth

The Board reviewed strategies to strengthen member engagement and recruitment efforts in the coming year.

Key initiatives include:

• Expansion of the PMA Recruitment Program
• Increased in-person outreach opportunities
• Enhanced member communications
• Additional educational webinars and training programs
• Expanded partnerships and member benefits

Board Elections and Governance

The Board also reviewed plans for the upcoming Board election cycle and continued implementation of PMA's Board Perpetuation Plan. Directors reaffirmed their commitment to maintaining strong governance practices and ensuring leadership continuity for the association.

Looking Ahead

As PMA enters the new fiscal year, the Board remains focused on advancing the association's mission of supporting, representing, and advocating for IRS managers, management officials, and non-bargaining unit employees.

PMA Advocacy Efforts

Schedule Policy/Career Implementation

One of the most significant workforce developments this year is the continued implementation of Schedule Policy/Career positions throughout the federal government. The Administration recently issued additional implementation guidance and identified thousands of positions for conversion into the new personnel category. The stated goal is to increase accountability for policy-influencing positions while maintaining merit-based hiring practices.

PMA continues to monitor the impact of these changes on IRS managers, management officials, and non-bargaining unit employees. Our position remains that many affected positions are already outside collective bargaining units and existing authorities provide agencies with appropriate tools for accountability. We remain concerned about the potential impact these changes may have on recruitment, retention, succession planning, and the government's ability to attract highly qualified leadership candidates.

OPM Guidance & Federal Workforce Policy Updates

Federal Hiring Modernization

OPM recently announced several initiatives intended to modernize federal hiring and streamline recruitment processes. Agency leadership has been directed to focus on improving hiring efficiency and reducing barriers to recruitment. OPM has also expanded the use of technology and AI-assisted classification tools to support hiring operations.

For managers, these initiatives may eventually result in shorter hiring timelines and increased flexibility in filling critical positions.

Reduction-in-Force (RIF) Guidance

OPM continues to update guidance related to workforce restructuring and reductions-in-force. Employees who may be affected by future workforce adjustments are encouraged to review available information regarding retirement, benefits, severance, and transition assistance programs.

OMB & White House Updates

OMB AND FEDERAL WORKFORCE DEVELOPMENTS

OMB continues to emphasize agency efficiency, workforce restructuring, and operational accountability as part of broader federal management initiatives. Agencies across government continue evaluating staffing models, organizational structures, and mission requirements to align resources with agency priorities.

Managers should anticipate continued discussions regarding:

• Workforce sizing and organizational efficiency
• Mission-critical staffing needs
• Accountability and performance management
• Hiring reform initiatives
• Agency restructuring and consolidation efforts

PMA will continue advocating for thoughtful implementation that balances efficiency with the need to maintain an experienced and effective workforce.

Operational Challenges Continue

IRS managers continue balancing service delivery expectations while managing staffing shortages, retirements, workforce transitions, and increased workloads in many program areas.

PMA continues to hear concerns from members regarding:

• Increased workloads resulting from workforce reductions
• Retirements and loss of institutional knowledge
• Leadership succession planning
• Employee engagement and morale
• Training for new managers
• Performance management consistency
• Return-to-office implementation challenges

With continuing workforce changes, many members have questions about retirement planning.

Before making retirement decisions, members should consider:
