Dear Chairman Peters, Ranking Member Portman, and Members of the Committee:
On behalf of the Professional Managers Association (PMA) – the non-profit professional association that has, since 1981, represented professional managers, management officials, and non-bargaining unit employees at the Internal Revenue Service (IRS) – I write to convey PMA’s support for two bills being considered at the Committee’s September 28 business meeting, S. 4894, the Improving Government Efficiency and Workforce Development Through Federal Executive Boards Act, and S. 4828, the Governmentwide Executive Councils Administration and Performance Improvement Act.
PMA strongly supports S. 4894, the Improving Government Efficiency and Workforce Development Through Federal Executive Boards Act. Federal Executive Boards (FEB) provide important functions in information sharing, emergency coordination, community engagement, and leadership and skills development for employees. PMA often partners with FEB leadership in areas near major IRS campuses, to include Cincinnati, Kansas City, St. Louis, Atlanta, Boston, Philadelphia, and others. Codifying the FEBs, strengthening their funding sources, and enhancing their local mission will have positive effects on local communities and the agencies in the area served by those FEBs.
Improving the effectiveness and efficiency of the federal government is easier said than done. Following two decades of OMB-led design and execution of the President’s Management Agenda, the S. 4828, the Governmentwide Executive Councils Administration and Performance Improvement Act offers needed reforms and accountability. Codifying and strengthening the Office of Executive Councils at the General Services Administration (GSA), requiring each Council to develop, update, and publicly post strategic plans, and requiring strengthened oversight and accountability of the work of the Councils and the President’s Management Agenda are positive reforms which PMA strongly supports.
