A Message from the Executive Director

Standing Up for Managers – Amplifying Your Voice on Capitol Hill

Dear PMA Members,

As the federal budget process advances and legislative proposals affecting our workforce continue to emerge, I want to assure you that PMA is actively lifting your voice on Capitol Hill. We are engaging directly with lawmakers to promote fair and equitable laws that recognize the essential role of managers and the dedicated public service you provide every day.

PMA is pushing for a responsible budget that protects manager pay and retirement benefits. We are urging Congress to honor the promises already made to federal employees through existing retirement systems and benefit laws—commitments that form the foundation of your career-long service to our nation.

While some in Washington continue to propose cuts that would undermine these long-standing commitments, PMA stands firm in our advocacy. We believe that sustaining a strong, experienced management workforce requires preserving the retirement protections and pay structures already in place, not dismantling them.

As we continue these efforts, please keep an eye out for our “Keeping Managers in the Know” emails and other important updates. Your participation matters—so please act on any requests or surveys we send your way. Your feedback and engagement strengthen our advocacy and ensure your voice is heard.

Thank you for the work you do to lead, support, and serve the mission of the IRS and the American people. PMA is proud to represent you, and we remain committed to ensuring your voice is heard in every conversation that impacts your future.

In Service,
Kelly Reyes
Executive Director
Professional Managers Association (PMA)

Fight Cuts to Feds Pay and Benefits

April 29, 2025 Chairman James Comer Ranking Member Steve Lynch Oversight and Government Reform Oversight and Government Reform U.S.

House of Representatives U.S. House of Representatives Washington, DC 20515 Washington, DC 20515Dear Chairman Comer and Ranking Member Lynch, On behalf of the Federal-Postal Coalition, which represents the interests of more than five million federal and postal employees and retirees across the country, the undersigned organizations oppose harmful provisions included in the Committee Print being considered for markup tomorrow. The proposal to require employees to contribute 4.4 percent to their retirement benefits for all employees enrolled in the Federal Retirement System (FERS), a 3.6 percent increase for some, without any corresponding benefit increase, amounts to a substantial reduction in take-home pay for federal and postal employees.Simply, this is nothing more than a pay cut. Further reductions in take-home pay threaten these individuals’ financial security and the government’s ability to recruit and retain a skilled workforce to serve our country. Furthermore, new employees who choose not to forfeit their appeal rights and become at-will employees would pay an additional 5 percent, totaling 9.4 percent.READ MORE
