PROFESSIONAL MANAGERS ASSOCIATION URGES IMMEDIATE CLARIFICATION —
IRS MANAGERS MUST RECEIVE PROMPT, RETROACTIVE PAY UNDER THE GOVERNMENT EMPLOYEEFAIR TREATMENT ACT
WASHINGTON, DC — October 8, 2025 — The Professional Managers Association(PMA), which represents managerial employees across the Internal RevenueService, is alarmed by reports that the Administration may reinterpret theGovernment Employee Fair Treatment Act of 2019 in a way that would delay orwithhold back pay for furloughed federal employees.
The statute is plain and unambiguous: “Each employee of the United StatesGovernment or of a District of Columbia public employer furloughed as a resultof a covered lapse in appropriations shall be paid for the period of the lapsein appropriations.” Congress and the President enacted that law to ensurefederal employees who lose pay through no fault of their own are made whole.
IRS managers keep critical systems and operations running and carrysignificant responsibilities for tax administration and public service everyday. Any reinterpretation that undermines the clear text or intent of the lawwould be unfair to the dedicated public servants who maintain the integrity offederal tax operations and serve the American people.
PMA calls on the Administration to immediately confirm that the GovernmentEmployee Fair Treatment Act will be applied consistent with its plain languageand that all furloughed IRS managers will receive full, retroactive pay asrequired by statute. We also urge Congress to provide any additional claritynecessary to prevent disruption and financial hardship for employees who arefurloughed through no fault of their own.
